Description
Under general supervision of the Department Director, administers and maintains the accounting and financial reporting system of Departments receiving Federal and State grant funding in compliance with established local, state, and federal accounting policies and procedures, generally accepted accounting principles and Single Audit guidelines, with concentration in the Health & Human Services Department.
Provides direct supervision of Fiscal staff in the Health & Human Services Department to ensure adherence to proper accounting policies and procedures.
Makes recommendations for the improvement of financial reporting capabilities and developing methods of obtaining financial data to increase accounting functions and activities associated with the profession.
This position differs from an Accountant in that the Supervisor provides lead direction also to professional accounting staff concerning grant and Single Audit procedures and is assigned tasks generally requiring a greater breadth of experience and accounting expertise.
Essential Duties Monitors departmental revenues and expenditures for compliance with budgetary restrictions by auditing financial transactions and account balances to assure the accounting of all departmental expenditures and implementing corrective action as needed.
Determines the overall financial status of the department and recommends budgetary revisions.
Provides direct supervision or support to departmental staff.
Trains departmental staff on JD Edwards Accounting System, state systems, and general computer applications.
Guides Fiscal staff on accounting and record-keeping procedures to ensure adherence to established accounting and single audit procedures and guidelines.
Prepares periodic financial reports and the annual Single Audit report, for submission to appropriate agencies in compliance with established local, state, and federal accounting procedures and guidelines.
Examines financial reports to ensure proper presentation, relevancy, and accuracy of data.
Implements departmental accounting and financial policies and procedures by determining the implication of new accounting procedures on current departmental accounting procedures and provides training to departmental Fiscal staff to update knowledge on current accounting procedures and policies.
Administers year-end closing and prepares work papers for annual audit.
Assists external auditors in the year-end audit of the financial statements by determining and selecting necessary documentation to substantiate account balances and determining the types of spreadsheets or queries to be prepared.
Makes recommendations for the improvement of internal and external financial reporting capabilities by analyzing departmental financial systems and examining efficient methods of obtaining relevant financial information to increase accountability.
Represents the Department in various committee meetings regarding accounting procedures and practices and presents financial information to committees and governmental agencies on the financial status and activities of Departments.
Collaborates with department head and other departmental managers to coordinate the preparation of the County Budget.
Collaborates with State agencies and Provider agencies regarding funding on various grants and contracts.
Performs other duties of a similar nature or level.
Minimum Qualifications Bachelor’s Degree in Accounting and 3 years experience in government or public accounting; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job duties, such as those listed above.
